Le projet FOCAALE vise à favoriser l’apprentissage du français pour les adultes migrants peu ou pas scolarisés en créant un matériel pédagogique dédié et en contribuant à développer les compétences des formateurs de ce domaine via la création d’un parcours de formation en ligne.

L’Organisation Internationale pour les Migrants a enregistré 577.200 entrées de migrants en Europe par voies maritime et terrestre, au cours des années 2016-2017.

Les migrants adultes peuvent, la plupart du temps, bénéficier de cours dans la langue du pays d’accueil. Néanmoins, on déplore le manque d’outils adaptés prenant en compte les besoins spécifiques de ceux qui, faute de scolarisation dans leur pays d’origine, ne sont ni lecteurs ni scripteurs dans leur langue maternelle.

Le projet FOCAALE vise à améliorer les outils destinés à faciliter l’apprentissage de la lecture-écriture pour les migrants adultes. Il s’adresse en priorité aux formateurs de français langue étrangère.

1. État des lieux

Le projet vise dans un premier temps à réaliser un état des lieux des travaux de recherche, des ressources pédagogiques et des bonnes pratiques déjà disponibles dans les pays participant au projet. Cet état des lieux conduira à la production d’une synthèse comparative.

2. Élaboration de matériel pédagogique

3. Parcours de formation en ligne

Élaboration d’un parcours de formation en ligne pour soutenir les formateurs dans le développement des compétences spécifiques nécessaires à l’enseignement du français aux adultes migrants non lecteurs non scripteurs, telles qu’elles auront été identifiées lors de l’état des lieux

4. Recommandations

Production des recommandations visant à influencer les multiples parties-prenantes de ce secteur, afin que les travaux menés dans le cadre du projet contribuent à l’amélioration de la prise en charge des migrants adultes non lecteurs non scripteurs.

Bruxelles FLE participe à l’état des lieux en Belgique, à la préparation des fiches pédagogiques et à leur expérimentation sur le terrain. Nous sommes également responsable de coordonner la rédaction des recommandations du projet et de leur diffusion au sein de la conférence finale du projet (juin 2021).

Le projet « Français Langue Etrangère Plus – FLE+ » vise à favoriser l’apprentissage du français pour les adultes migrants, en améliorant l’offre de formation en FLE en Région de Bruxelles-Capitale. Le projet s’inscrit donc dans le contexte de formation continue des intervenants de l’accueil et de la formation des migrants en Région de Bruxelles-Capitale.

À Bruxelles, l’offre de formation en FLE est portée par un ensemble d’acteurs qui proposent une diversité d’approches pédagogiques se traduisant par des pratiques spécifiques. Par ailleurs, certains de ces acteurs participent aussi, en tant qu’opérateurs linguistiques, au Parcours d’Accueil pour Primo-Arrivants mis en place par la Commission communautaire française (COCOF) depuis 2016.

L’absence d’une coordination de l’offre bruxelloise en FLE, ainsi que sa fragmentation, posent problème tant pour le public que pour les opérateurs de formation.

L’initiative Bruxelles FLE, lancée par Proforal en 2013 a contribué à la création d’espaces de rencontres et d’échanges entre acteurs locaux du FLE par la mise en œuvre de différents groupes de travail thématiques, de programmes d’appui pédagogique et de la plateforme participative bruxellesfle.be.

FLE+ vise à soutenir la dynamique de renforcement de la coopération déjà entamée par Bruxelles FLE, notamment à travers :

• Le renforcement de la collaboration entre les organismes bruxellois partenaires afin de soutenir les initiatives locales ;
• L’amélioration de l’offre de formation FLE en fonction des besoins réels des apprenants ;
• La création d’un réseau européen de centres de formation ;
• Le développement des compétences et savoir-faire des organismes participants et la professionnalisation du métier de formateur/trice.

ACTIVITÉS

Dans le cadre de la crise Covid-19, le consortium FLE+ a décidé de lancer une série de rencontres virtuelles de préparation à la mobilité physique. Les rencontres se tiennent sur Zoom selon un calendrier défini avec les partenaires du consortium belge FLE+ ainsi qu’avec les partenaires européens qui participent. Le Portail européen sur l’intégration diffuses des informations et bonnes pratiques relatives à l’intégration des migrants. Il permet ainsi d’accéder aux documents qui émanent des institutions européennes, comme notamment le Plan d’Action de l’UE pour l’intégration des ressortissants de pays tiers.
